ZATCA E-Invoicing: The Free Guide for Saudi Small Businesses
Saudi Arabia's Zakat, Tax and Customs Authority (ZATCA) requires all VAT-registered businesses to issue e-invoices. This isn't optional — it's the law. Yet most compliance solutions cost SAR 500+ per month, which is out of reach for small shop owners, freelancers, and independent professionals. This guide explains what ZATCA actually requires and how to comply for free.

You must comply with ZATCA e-invoicing if you meet all three conditions:
- You are a resident taxable person in Saudi Arabia
- You are VAT-registered (annual revenue over SAR 375,000)
- You issue tax invoices to Saudi customers
Foreign businesses selling into Saudi Arabia are also subject to specific rules but are outside the scope of this guide.
The two phases of ZATCA e-invoicing
Phase 1 — Generation Phase (in effect since Dec 2021)
You must issue tax invoices electronically. Handwritten or scanned-PDF invoices are not compliant. The invoice must include:
- Seller name, address, and VAT registration number (TRN)
- Buyer name, address, and TRN (for B2B invoices)
- Invoice issue date and time
- Unique sequential invoice number
- Description of goods or services (in Arabic, English or both)
- Line items with VAT-exclusive price, VAT rate (15%), and VAT amount
- Subtotal, total VAT, and grand total
- QR code (for simplified tax invoices to end consumers)
Phase 2 — Integration Phase (rolling out 2023–2026)
Larger businesses must integrate their invoicing system directly with ZATCA's FATOORAH platform for real-time validation. This is being rolled out in waves based on revenue. Small businesses (under SAR 40 million in annual revenue) are in later waves; check ZATCA's official portal for your specific timeline.
What a compliant invoice looks like
A ZATCA-compliant tax invoice has clearly labeled sections in Arabic and/or English:
- فاتورة ضريبية / Tax Invoice — as a header
- Your business name, address, and VAT TRN
- Customer name, address, and TRN (if VAT-registered)
- Invoice number and date
- Itemized products or services with 15% VAT breakdown per line
- Total amount payable
- QR code for simplified invoices to consumers
Common ZATCA compliance mistakes
- Missing the buyer's TRN — required for B2B invoices where the customer is VAT-registered
- Wrong VAT rate — the standard rate is 15%, but some services are zero-rated or exempt
- Non-sequential invoice numbers — you cannot skip or repeat numbers
- Missing QR code — required for simplified tax invoices (B2C)
- Handwritten invoices — no longer compliant since 2021
- Screenshot PDFs — must be generated as proper e-invoices

What to do this week if you're not compliant
- Confirm you are VAT-registered — check zatca.gov.sa
- Stop issuing handwritten or scanned-PDF invoices immediately
- Pick a compliant tool (BusinessOS free, Wafeq paid, or Zoho paid)
- Re-issue any recent non-compliant invoices as proper e-invoices
- Set up your seller info (name, address, TRN) once — every invoice inherits it
- Test one invoice end-to-end before sending to real customers
ZATCA penalties for non-compliance
Fines range from SAR 1,000 to SAR 50,000+ depending on the violation and repeat offenses. Cumulative fines have shut down small businesses. Compliance is cheaper than any penalty.
